Theme of Where The Mind is Without Fear :

 Real freedom is the freedom of thought and expression.

Freedom does not only mean walking freely on the roadside, it should also have freedom of thought and expression for each and every individual. The freedom of thought and expression will make the people taste the real freedom and also to have their voice for what they are concerned about. The poet wants India to achieve such freedom.
